There are different parties that are involved and they need to be well coordinated: the intended parents, the surrogacy agency and / or egg donation agency and the fertility clinic.
In California, the intended parents can be heterosexual couples, homosexual couples or single parents. It basically doesn’t matter as the state of California is very liberal in this respect.
This means that not only intended parents with fertility problems can be candidates, but also intended parents without fertility problems which would be the case of single parents ( male or female) and homosexual couples who aren’t able to have a biological family in their own countries.
